The Montana Secretary of State is responsible for the formal publication of proposed and final regulations for all state agencies. Whether citizens want to look up nursing licensure requirements or livestock regulations, the Secretary of State’s website is the primary resource for this information.
Prior to launching with Esper, the Montana Secretary of State had a vision for a smoother citizen experience for accessing rules, but was working with dated tools that couldn’t deliver on their plan. The Secretary of State chose Esper to modernize the Administrative Rules of Montana (ARM) and Montana Administrative Register (MAR).
Many Secretaries of State seek to modernize the public-facing side of regulation, and Montana is excited to lead the way in implementing a complete end-to-end solution for managing the regulatory process across all state agencies.

Every rulemaking task (e.g. drafting, review, public comment, approval) is assigned an owner and due date. The system sends reminders, tracks overdue items, and makes bottlenecks visible so leadership can intervene.
